【摘要】:Thisguidepresentsalogicalprocessfordeterminingtheusabilityofenvironmentaldatafordecisionmakingactivities.Theprocessdescribesaseriesofstepstodetermineiftheenviromentaldatawerecollectedasplannedbytheprojectteamandtodetermineiftheaprioriexpectations/assumptionsoftheteamweremet.Thisguideidentifiesthetechnicalissuespertinenttotheintegrityoftheenvironmentalsamplecollectionandanalysisprocess.Itguidesthedataassessoranddatauserabouttheappropriateactiontotakewhendatafailtomeetacceptablestandardsofqualityandreliability.Theguidediscusses,inpracticalterms,theproperapplicationofstatisticalprocedurestoevaluatethedatabase.Itemphasizesthemajorissuestobeconsideredandprovidesreferencestomorethoroughstatisticaltreatmentsforthoseusersinvolvedindetailedstatisticalassessments.Thisguideisintendedforthosewhoareresponsibleformakingdecisionsaboutenvironmentalwastemanagementprojects.1.1Thisguidecoversapracticalstrategyforexamininganenvironmentalprojectdatacollectioneffortandtheresultingdatatodetermineiftheywillsupporttheintendeduse.Itcoversthereviewofprojectactivitiestodetermineconformancewiththeprojectplanandimpactondatausability.Thisguidealsoleadstheuserthroughalogicalsequencetodeterminewhichstatisticalprotocolsshouldbeappliedtothedata.1.1.1Thisguidedoesnotestablishcriteriafortheacceptanceoruseofdatabutinstructstheassessor/usertousethecriteriaestablishedbytheprojectteamduringtheplanning(dataqualityobjectiveprocess),andoptimizationandimplementation(samplingandanalysisplan)process.1.2ThevaluesstatedinSIunitsaretoberegardedasstandard.Nootherunitsofmeasurementareincludedinthisstandard.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
